Sadly this strict requirement is not given enough attention (or any at all), in all the documentation I reviewed. Conversation history, automatic presence and everything else dependent Voila! Everyone's Skype for Business On-Line is now able to access our Exchange On-Premise EWS. Locally, I setup and turned on Azure AD Connect so local accounts are now sync'd with Azure. I even asked this question a few posts up. If you run Exchange On-Premise (not hybrid), and Skype for Business On-Line (not hybrid), you MUST be synchronizing your Active Directory with Azure via Azure AD Connect. I've scoured the forums and reviewed all the settings and have not found a culprit. Essentially EWS apparently is not working with Skype. I've not been able to successfully get Skype to save conversation history, change status based on users Free/Busy, etc. We have Exchange 2010 on premise- (Version 14.3 Build 123.4), and use Skype for Business Online.
